Ghetea: We need crediting to be resumed

Chairman of Romanian Association of Banks Radu Gratian Ghetea reiterated on the occasion of the meeting earlier in the day at the headquarters of the Ministry of Public Finances of a group seeking anti-crisis solutions, the commercial banks' request crediting to be resumed.
The ARB Chairman told Agerpres before the meeting banks were 'to say again what they have kept saying related to the measures we consider the National Bank, the Government and the Ministry of Finance should take, to make crediting flow again.'
The meeting of the working group seeking for anti-crisis solutions took place at the Ministry of Finance, representatives of the BNR, ARB and trade unions participating.
The National Bank's Board of Directors is to make a decision this week on possible amendments to be brought to the regulation related to mortgage credits to population.
ARB sent several proposals to the Central Bank late last year to modify the regulation related to crediting to population.
The BNR regulation, which came into force on October 2008, forced banks to calculate indebtedness rate in the case of credits to population based on such incomes to stand for at least 20 percent of what people told taxation office in the previous year, and not only based on their wage certificate or other documents of the same kind, as before. Moreover, the establishing of the upper level of indebtedness it would be made differentiated on categories of customers, depending on the destination of the credit (consumption or mortgage loan), on the type of interest, fixed or variable respectively, and on the beahviour of the customers in paying the installments determined by the quality of the guarantee. In determining the indebtedness rate there are taken into consideration the currency exchange risk, the interest rate risk, as well as the possibility to increase the credit cost coming from commissions and other administration expenses stipulated in the agreement.
